Barnes's military outnumbered Joseph's 10-1. Steve was 15, a few months from 16, and even Barnes admitted Joseph was slime for using his child as tribute.
That did not stop Barnes from actually taking Steve. Barnes, as he later admitted, was not a good man, either.

Steve's now ex-boyfriend Brock Rumlow is on the run with a warrant for his arrest. Steve moves back into the Avengers tower along with the rest of the team and their new recruits. Tony figures this can be a chance for him and Steve to reconcile, so he also moves back in. Now Tony has to figure out how to live in the same building as Steve, while keeping his feelings in check. At least he tries to.
